The recording was recorded Sunday night outside a business complex in the city’s Strawberry Hill neighborhood, near a busy movie theater, and shows a tense standoff between the group and the lone officer. The caption claims the officer was a “racist” and a “bully,” though it’s unclear why based on the events depicted in the video. CTV News reached out to the poster for more details. The recording shows the Mountie refusing to give his name and badge number when asked, and throwing a piece of paper at one of the men. At one point, the officer is seen trying to drive out of the parking lot while several people appear to be blocking him. As the vehicle finally starts to drive away, a man yells, “That guy hit me! That guy hit me!” Cpl. Vanessa Munn, spokeswoman for the Surrey RCMP detachment, said the officer was called to the parking lot after security staff at the complex complained that a vehicle with “an extremely loud and annoying exhaust system (was) driving around the parking lot unnecessarily and causing a disturbance for the past few three hours”. One person was ticketed and ordered to perform a vehicle inspection. “The group’s behavior escalated as the officer re-entered his police vehicle and attempted to drive away. Those involved blocked the police vehicle, attempted to open the driver’s door and swearing and shouting could be heard during the video recording of the incident,” said Moon. . “Disturbing behaviour” around the complex is an ongoing problem, he added, with authorities receiving reports of everything from large gatherings to fights to vehicle abuse. “Everyone has a right to feel safe going anywhere in our city, especially a large business complex with a movie theater that caters to families. Surrey RCMP will continue their enforcement efforts to curb disruptive behavior at this complex,” Munn said. People who believe they have been ticketed in error can dispute their fine via the City of Surrey website. Interactions with RCMP officers can also be reported to the federal Civilian Complaints and Review Commission.
